Nancy Meyer-Smith, President

Nancy and her family have lived in Spanish Oaks since 2009 after relocating from upstate New York. Nancy enjoys reading, travel, and spending time with her family. She joined the SOHA board in 2024 to assist in planning the annual festival. Since joining the board, she has committed herself to creating a more transparent and efficient community organization.


Dawn Fulghum, Vice President

Dawn is a Florida native who has made her home in beautiful Spanish Oaks since 1999 with her family. She truly enjoys the Florida ‘Salt Life', whether it’s shelling on Honeymoon Island, paddle-boarding through the mangrove tunnels along Caladesi Island, or fishing off-shore in the amazing gulf waters. She has served this wonderful voluntary HOA community in the past as a Board Director, then again beginning in 2015 as President of SOHA. She enjoys being a SOHA board representative and serving the interests of the SOHA homeowners!



David Lessard, Secretary

David was born and raised in the suburbs of Detroit, Michigan. He is a veteran of the United States Air Force, where he served as a KC-135 Aircraft Pneudraulic Systems Mechanic. Prior to moving to Florida in 2004, he lived in Columbus, Ohio, for nine years, where he earned a B.S. Degree in Business and Human Resources Management. David spent his first seven years in Florida living in St. Pete before moving to Dunedin in 2011. In 2015, David purchased his current home in Spanish Oaks. He enjoys volunteering on the HOA Board and serving as the acting Secretary, and wishes to see the neighborhood continue to flourish, while maintaining transparency and efficiency.

Lori Carollo, Treasurer

Lori (born in Miami) and her husband, Tom Frena (born in Pittsburg), moved from Marietta, Georgia to Palm Harbor and Spanish Oaks in 2017. They both retired from their former careers but continue to work part-time. Tom has three daughters that all live across the country, and Tom and Lori now have two grandchildren. Lori enjoys puttering around in her yard, cooking, and entertaining. Lori's 98-year-old father lives independently in Dunedin, and she is very involved in his life. Lori hopes that the opportunity to serve on the SOHA board is one that is successful in creating a friendly and welcoming community.


Dawn Dyer, Director

Dawn and her family came to Spanish Oaks in April of 2020. Her father, William Arlia, was a long-time resident of Spanish Oaks community and built the house that she and her family currently own. Dawn has been a housewife and mother to her three sons. Her goal is to be part of the Spanish Oaks community and homeowner’s association. As a board member, she wants to see the community grow, and our neighbors work together to preserve its beauty.



Josh Ballard, Director

Josh and his wife Jennifer moved to Spanish Oaks in September 2019. Josh and Jennifer have lived in Pinellas County for over 20 years. They have a daughter who is their pride and joy. Josh and his family enjoy boating, fishing, and the outdoors. They are active in their church and enjoy helping out the community. Josh is here for all HOA needs, and his goal is to keep the neighborhood looking beautiful for all to enjoy. If you are new to the Spanish Oaks subdivision, you may receive a visit from Josh to welcome you to the neighborhood.



Deborah Hill, Director

Debbie joined the SOHA board in January 2026, and loves helping people, whether it be through volunteering at her church or in the community, or serving her patients at work. Debbie currently works as a Radiologic Technologist for Orthopedic Associates of West Florida. Her goals as a board member are to make Spanish Oaks a fun, safe, and beautiful neighborhood for everyone to enjoy. Debbie and her husband Scott have been married for 36 years, and have 4 grown children and 3 grandchildren. They are originally from the south-west suburbs of Chicago, where they grew up and lived until Scott retired from the Chicago Carpenters Union in 2021. They moved to Florida for some sun and fun, and became part of the Spanish Oaks neighborhood in January 2022. Debbie and Scott are loving it here, and love living the Florida lifestyle. They hope to make Spanish Oaks a place where everyone enjoys being, and bring a sense of community through wildlife preservation, maintenance and beautification of the neighborhood, and through sharing in community events where they can have some laughs, share ideas, and get to know others in the neighborhood.
